Blockade of the Ukrainian-Polish border: how to recover losses?

On November 6, Polish carriers commenced a strike at the checkpoints with Ukraine Krakivets – Korczowa, Yahodyn – Dorohusk and Rava-Ruska – Hrebenne.
Officially, Polish carriers demand, in particular, return to the permit regime for Ukrainian carriers, which is impossible given the martial law in Ukraine and blockade of the Ukrainian seaports by the Russian Federation.
With regards to all circumstances and consequences, actions of the Polish carriers can be qualified as blockade of the border having caused economic blockade of Ukraine.
In addition to the Polish carriers’ actions, we observe omission of the Polish government, which caused losses for both participants in road transportation and Ukraine in whole.
There is a victim: the Ukrainian business and Ukraine.
There is a guilty party: the Polish government and protesters.
There are direct and indirect losses.
How to recover losses through closed borders?
