JICA project as bright example of tight international cooperation and the Ukrainian infrastructure improvement

A request by the Government of Ukraine to the Government of Japan was made concerning the financial assistance for the construction of a bridge near the city of Mykolaiv, which was meant to strengthen the east-west transit corridor along the national highway M-14, and the ”Preparatory Survey on the Project for Construction of Mykolaiv Bridge in Ukraine” was done by Japan International Cooperation Agency (hereinafter, JICA) in 2011. This project is in need of review because of the changed political circumstances in Ukraine during 2014-2016.

JICA decided to carry out a study to review the transport systems in the Southern Region of Ukraine. The objectives of the study is to identify the current situation of logistics in the southern region of Ukraine and review the plan of the Mykolaiv bridge construction project and other potential projects that will contribute to improving the region’s logistics. The study area is the Southern region of Ukraine including Odessa Oblast, Mykolaiv Oblast, and Kherson Oblast

The infrastructure to be studied includes the major highways and bridges (Odessa Oblast, Mykolaiv Oblast, and Kherson Oblast) and major seaports (Odessa, Yuzhny, Ilyichevsk, Mykolaiv).

Arthur Nitsevych was included as an expert into the team of consultants who were working out the project for more than 6 months. The team of consultants consisted of experts from PADECO (Japan), MTBS (the Netherlands) and Interlegal (Ukraine).

It was a pleasure working with such a professional team. It was nice to see that a truly international team of consultants (Japanese, Dutch, Ukrainian) with all corresponding cultural differences find the right way to cooperate and deliver a very useful report to the project sponsor JICA.
