 Second Ukrainian Grain Congress completed own work

On October 18, 2011, the 2-nd Ukrainian Grain Congress-2011, organized by APK-Inform Agency and Ukrainian Grain Association, completed own work. Nearly 200 delegates who presented 120 companies participated in the Congress work.

Associated partner of Interlegal Artem Skorobogatov and Senior lawyer Natalia Myroshnychenko took part in the Congress’ work. Irina Voyevodina, lawyer of Interlegal, presented company on Expo Area with stand workshop report: Maritime Law, demurrage and arbitration.

There were three sessions during the Conference work, when officials, experts and market participants discussed the situation on the world market of the grain and on the territory of the Black Sea region, the prospects of the land market introduction in Ukraine, and also the Brazil experience of grain production financing.

During the second day of the conference work there was the round table, organized by the Ministry of Agrarian Policy and Food of Ukraine and European Bank for Reconstruction and Development, devoted to the following: Mechanisms of the efficient cooperation of the government and private business on the grain market.
It is necessary to note that the sponsorship of the event was provided by the group of companies Germes Trading and UkrAgroCom, Gavilon, Louis Dreyfus, Ukraine LTD, Alfred S.Toepfer, NWG, Noble Group, Soufflet. The event was held under the support of the Ministry of Agrarian Policy and Food of Ukraine

Verkhovna Rada of Ukraine approved zero rate of VAT for grain exports
Verkhovna Rada of Ukraine approved zero VAT rate for grain exports. The declared norm was provided by amendment 236 to the changes into the Tax Code and other Laws of Ukraine concerning simplified tax system # 8521.
Before the voting the Minister of Finances Fedor Yaroshenko applied to the deputies to reject the stated amendment, and noted that its realization will cause the budget losses at the level of 5 bln UAH. However his offer was not supported by the deputies, and the amendment remained in force.
The Law comes into force on January 1, 2012.

The President of Ukraine signed the Law on cancellation of export duties for wheat and maize
The President of Ukraine Victor Yanukovich signed the Law 3906-VI On changing the Law of Ukraine “On introduction of changes for the Tax Code of Ukraine and rate of the export duties for the certain varieties of grain”.
The stated document was previously passed by Verkhovna Rada on October 7, 2011.

According to the document, the export duties for wheat, meslin, emmer wheat, maize will be canceled, but saved export duty for barley at the rate of 14% but not lower than 23 EUR/t till January 1, 2012.
According to the document, the export duties for rapeseed, soybean and sunflower oil will not be imposed.

The Law comes into force on the day following its publication. Since the day of publication the commodities, mentioned in the stated part should be withdrawn from free trade with foreign countries, about what the Cabinet of Ministers will inform them during a month.
